Rooney made the appeal after England secured a 2-0 victory over Panama on Saturday to finish top of Group L and book a place in the Round of 32.
Jude Bellingham opened the scoring in the second half before Kane doubled England’s advantage in the 67th minute with a powerful header.
The goal saw the Bayern Munich striker become England’s all-time leading scorer at the FIFA World Cup, taking his tally to 11 goals and surpassing former striker Gary Lineker.
Kane was eventually substituted in the 84th minute, but Rooney believes Tuchel should have withdrawn him much earlier after England had established a comfortable lead.
Speaking on BBC One, Rooney said protecting Kane’s fitness should take priority over individual scoring records.
“In past tournaments, Harry Kane has appeared somewhat fatigued towards the end,” Rooney said.
“He was substituted in the 84th minute, right after he scored, and with England leading 2-0, the match was effectively over, so he should have been taken off.
“Even with 20 minutes left, that is when fatigue sets in, and it can take a toll on you.”
Rooney noted that several of world football’s biggest stars are currently competing for the tournament’s Golden Boot, a situation he fears could tempt coaches to keep key players on the pitch longer than necessary.
“We are in danger now of entering a World Cup where players like Cristiano Ronaldo, Lionel Messi, Kylian Mbappe, Harry Kane and Vinicius Junior are all vying for the Golden Boot,” he said.
The former Manchester United striker also referenced former England manager Gareth Southgate’s reluctance to substitute Kane during previous tournaments, expressing hope that Tuchel would take a different approach.
“We witnessed Southgate’s reluctance to substitute Kane. I hope Tuchel takes note and allows him to rest when the opportunity arises,” Rooney added.
England will now face DR Congo in the Round of 32 on Wednesday in Atlanta as they continue their quest to win a first World Cup title since 1966.
