GNA Citizens Accountability & Advancement (CAA)
The GNA CAA is a citizen-driven governance and accountability framework designed to complement Nigeria's existing Federal, State, and Local Government structures — not replace them. It creates a civic oversight layer that empowers ordinary Nigerians to hold institutions accountable and drive measurable development.
Challenges the CAA Addresses
- Weak local institutional capacity
- Poor infrastructure project monitoring and abandoned developments
- Lack of transparency in budgets and decision-making
- Weak accountability mechanisms that enable corruption
- Low civic participation and voter engagement
- Exclusion of grassroots voices from policy planning
What the CAA Does
The framework seeks to empower citizens through active participation, establish transparent public accountability systems, encourage developmental competition among communities, create structured grassroots reporting mechanisms, build performance records for public officials, and enable diaspora contributions to local development.

Continuous LGA monitoring through citizen participation, public evaluation of elected officials based on measurable impact, transparent infrastructure documentation, and digital reporting systems accessible to all Nigerians — regardless of location or connectivity.
