ECOWAS Court Unveils Digital Case System to Strengthen Judicial Integration

The Community Court of Justice of the Economic Community of West African States (ECOWAS) has launched its Electronic Case Management System (ECMS), describing the platform as a major milestone in strengthening regional judicial integration, improving access to justice and enhancing transparency across West Africa.

The digital platform was officially unveiled on Monday in Abuja during a ceremony attended by judges, legal practitioners, government representatives and development partners.

Speaking at the event, the Chief Registrar of the ECOWAS Court, Yaouza Ouro-Sama, said the ECMS would modernise the Court’s operations by harmonising judicial processes across member states while making justice more accessible to citizens throughout the sub-region.

According to him, the platform is designed to streamline case management by reducing delays, eliminating procedural bottlenecks and providing stakeholders with real-time access to case information.

“The ECMS will streamline case management by reducing delays and eliminating bottlenecks, enhance transparency by providing real-time access to case information for all stakeholders, promote accessibility by bridging geographical divides, and strengthen regional integration by harmonising judicial processes across ECOWAS member states,” Ouro-Sama said.

He described the system as part of the Court’s strategic commitment to institutional modernisation, efficiency and judicial excellence.

Ouro-Sama acknowledged that the project encountered administrative, procurement and technical challenges but said the determination of all stakeholders ensured its successful completion.

Also speaking, the President of the ECOWAS Court of Justice, Justice Ricardo Goncalves, described the launch as the beginning of a new era in regional justice delivery for more than 400 million citizens within the ECOWAS community.

He noted that the COVID-19 pandemic accelerated the need for digital transformation, leading to the adoption of electronic case management guidelines and virtual hearings, with the ECMS representing the next phase of that vision.

According to him, the multilingual web-based platform, available in English, French and Portuguese, will digitalise every stage of judicial proceedings, including electronic filing of cases, case management, digital notifications, secure communication and electronic archiving.

Goncalves said the system would significantly reduce administrative delays, eliminate unnecessary bureaucracy and improve transparency, accountability and efficiency in the Court’s operations.

He explained that lawyers would be able to file documents and monitor proceedings remotely, while litigants would enjoy easier access to justice and faster case processing.

Despite the technological advancement, the Court President stressed that judicial independence remains unchanged.

“Technology is a tool in the service of justice, and the Court’s decisions remain firmly grounded in the law, judicial independence and fairness,” he said.

Goncalves disclosed that the Court expects at least 80 per cent of legal practitioners to register on the platform within six months, with all new cases to be filed electronically.

He added that the institution aims to become a fully digital court by 2030 and called on judges, lawyers, member states and other stakeholders to embrace the platform to strengthen regional justice and cooperation.
