Dangote to Empower 2 Million Vulnerable Women With Refinery IPO Shares

President and Chief Executive Officer of Dangote Industries Limited, Aliko Dangote, has announced plans to support up to two million vulnerable Nigerian women with ownership stakes in the Dangote Petroleum Refinery and Petrochemicals Limited through its ongoing Initial Public Offering (IPO).


Dangote disclosed the initiative in New York during the 81st United Nations General Assembly while responding to the Secretary to the Yobe State Government, Dr. Goje Mohammed, who sought greater collaboration between government and the private sector to improve the economic fortunes of conflict-affected communities. Under the programme, the Aliko Dangote Foundation will partner with state governments to enable widows, victims of conflict and other vulnerable women to participate in the refinery’s IPO, while providing additional shares to complement their investments.


“We are partnering with state governments to ensure that widows and other vulnerable women are able to buy shares in the refinery,” Dangote said. He added that women who participate in the IPO would receive additional support from the Foundation through donated shares. “Beyond enabling them to buy shares, the Foundation will also support them by donating additional shares that they can hold as savings for the future,” he noted.


The initiative could potentially become one of Nigeria’s largest private-sector-backed financial inclusion programmes, with the Foundation targeting about two million women nationwide. “We are looking at reaching about two million women through this initiative,” Dangote stated.


The announcement adds a major social-impact dimension to the Dangote Refinery IPO, which is being positioned as a “People’s IPO” aimed at broadening Nigerian participation in the ownership of one of Africa’s largest industrial investments. Rather than limiting the offering to existing investors and financially sophisticated Nigerians, the initiative seeks to bring sections of the population that have traditionally remained outside the formal capital market into equity ownership.


The refinery’s IPO, which opened on September 14, offers 4.1 billion ordinary shares at N525 each and is scheduled to close on October 13, 2026. The minimum subscription is 10 shares, valued at N5,250. The offer marks the first time a refinery has been listed on the Nigerian stock market and is the largest IPO in Africa to date.


The proposed partnership with state governments is expected to provide a structured mechanism for identifying beneficiaries and facilitating their participation in the IPO. This is particularly significant in states such as Yobe, where years of insurgency have left many families economically vulnerable and women widowed or deprived of sustainable sources of income.


By helping beneficiaries acquire shares, the Foundation is seeking to give them an ownership interest in a major productive enterprise rather than limiting intervention to short-term grants or welfare support. For vulnerable women, particularly widows and households affected by prolonged insecurity, the programme could provide an avenue to convert part of the financial support they receive into a long-term asset.


Analysts have long identified low household participation in the capital market as a major constraint to financial inclusion, with many Nigerians lacking the resources, knowledge or opportunity to invest in publicly offered securities. The Dangote Foundation’s intervention could therefore provide beneficiaries with both an entry point into the market and a potentially valuable financial asset.


The Dangote Refinery public offer has already generated considerable interest in Nigeria’s capital market, with the offering expected to deepen retail participation and broaden public ownership of the 650,000-barrel-per-day refinery. The initiative for vulnerable women could further widen that investor base by introducing first-time investors to the equities market.


Dangote emphasised that collaboration between the Foundation and state governments would create a structured framework for supporting vulnerable women to participate in the IPO, reinforcing the role of investment and equity ownership as tools for economic empowerment, financial inclusion and social development.


The programme also underscores the growing emphasis on using private-sector investments and capital-market participation as instruments for social and economic empowerment. For the beneficiaries, the Foundation’s proposed additional share donations would mean that their eventual holdings could exceed the value of their initial investments, providing a more substantial foundation for long-term financial security.


Through this initiative, the ownership opportunity presented by the Dangote Refinery IPO will be extended to some of Nigeria’s most vulnerable women, helping them build assets, secure their futures and participate directly in the growth of a landmark national enterprise. As the IPO enters its second week, the initiative stands as a powerful example of how capital markets can be harnessed to drive inclusive economic development and create lasting prosperity for those who need it most.
