Legislative Victory: Senate Passes Amendment to Double Basic Health Care Funding
In a decisive move to salvage Nigeria’s primary healthcare architecture, the Nigerian Senate has officially passed the highly anticipated National Health Act Amendment Bill, 2026. The breakthrough legislation secures a major financial boost for the country's decaying health infrastructure by legally doubling the statutory allocation of the Basic Health Care Provision Fund (BHCPF).
Under the newly amended framework, the federal government must now allocate 2% of its Consolidated Revenue Fund directly to the BHCPF, up from the baseline of 1% established back in 2014. The financial adjustment comes at a critical time when international donor support and global health grants across West Africa are sharply declining.
Civil society groups and healthcare advocates have largely celebrated the Senate's decision. Speaking on the legislative development, Vivianne Ihekweazu, the Managing Director of Nigeria Health Watch, termed the bill an essential victory for domestic health independence.
However, Ihekweazu warned that legislation is only half the battle. "The critical imperative shifting forward is transparency and rigid execution," she noted, emphasizing that civic oversight will be mandatory to ensure the newly unlocked billions directly reach local primary clinics and reduce out-of-pocket expenses for rural Nigerians rather than dissolving into bureaucratic administrative layers.
