Chelsea Fined £10m, Handed Suspended Transfer Ban by FA

Chelsea have been fined £10 million and handed a suspended two-window transfer ban after admitting to 74 breaches of the Football Association's regulations relating to payments involving agents and third parties during Roman Abramovich's ownership of the club. The sanctions were confirmed on Friday following the conclusion of a long-running investigation into historical financial dealings.

According to the FA, the breaches occurred between 2009 and 2022 and involved undisclosed payments linked to player transfers and intermediary transactions. The violations were uncovered after Chelsea's current owners, led by Todd Boehly and Clearlake Capital, voluntarily reported the issues to football authorities following their takeover of the club in 2022.

An independent Regulatory Commission initially imposed a suspended six-point deduction in addition to the financial penalty and a suspended transfer ban. However, Chelsea successfully appealed the sporting sanction, resulting in the points deduction being overturned and replaced with a suspended two-window registration ban, which will remain in effect until June 30, 2027. The club will only face the ban if it commits further breaches during that period.

Chelsea said it fully cooperated with the investigation by providing thousands of documents and assisting the FA throughout the process. The club emphasised that the offences related to the previous ownership and stated that no current directors or executives were involved in the misconduct. It added that the case brings to an end all major regulatory investigations arising from historical financial irregularities under the Abramovich era.

The FA said the £10 million fine, which cannot be appealed, will be directed towards grassroots football development across England. While Chelsea avoided an immediate sporting penalty, the sanctions serve as one of the most significant disciplinary actions imposed on an English club for historical regulatory breaches.
