“Where There Is Delivery, We Honour It”: CAA Model Redefines Accountability in Nigeria

Accountability in Nigeria has too often meant accusation and condemnation. According to GN (Dr.) Kayode Elusoji, Executive Director of the Great Nigerian Assembly (GNA), that is incomplete.

In his October 1, 2026 Independence Day broadcast launching the GNA CAA Governance Model, Dr. Elusoji set out a different principle: if a Local Government Chairman performs, document it. If a Governor delivers, document it. If a legislator, traditional ruler or diaspora organisation transforms a community, document it and let Nigeria know.

Practising What It Preaches

The model has already begun putting that principle into practice.

When the Ife CAA Committee wrote to the Governor of Osun State regarding the completed Lagere Flyover, the letter was not a petition. It was a letter of appreciation and encouragement to do more.

“Where there is neglect, we document it. Where there is delivery, we honour it.”

“Mr. President, Imagine This”

In one of the broadcast’s most vivid passages, Dr. Elusoji addressed President Bola Ahmed Tinubu directly, inviting him to imagine opening a platform and seeing documented infrastructure conditions from communities across Nigeria, visible to Governors, legislators, Local Government leaders, traditional institutions and Nigerians around the world.

“Not rumours. Not propaganda. Evidence.”

When a road is repaired, the record changes. When a health centre is restored, the record changes. When a borehole flows again, the record changes, and the responsible party who made it happen is identified and recognised.

“That is the Nigeria we are building: a Nigeria where performance has evidence.”

Money Must Have a Human Purpose

Dr. Elusoji also spoke, without accusation, to everyone entrusted with public resources, including “ourselves.”

Public office is temporary, he said. Titles are temporary. Money itself is only a means.

“Money that never improves a human life has failed its highest purpose.”

He urged office holders to ask what school their resources could improve, what health centre they could strengthen, what young person they could empower, and what evidence of service would remain after they leave office.

Campaign seasons end and posters fade, he said, but a documented Record of Performance remains.

Problems That Do Not Discriminate

The model’s non-partisan stance, Dr. Elusoji argued, reflects a simple reality. A broken road does not ask for a citizen’s political party. A failing hospital does not ask a patient’s ethnicity. Inflation does not ask who anyone voted for.

“Our problems do not discriminate. Our solutions must therefore bring us together.”

Nigerians can disagree politically and worship differently, he said, and still agree that public resources should produce public value.
