UNGA: Nigeria Unveils “Beyond Assistance” Plan for Vulnerable Households

Nigeria has unveiled a new humanitarian and poverty reduction framework aimed at moving vulnerable households beyond repeated emergency assistance towards resilience, self-reliance and sustainable prosperity.

The initiative was presented at a high-level side event on the sidelines of the 81st United Nations General Assembly in New York, under the theme, “Beyond Assistance: Reducing Poverty, Advancing Protection and Building Shared Prosperity.”

The Federal Government said the approach is designed to connect humanitarian response with social protection, poverty reduction, economic inclusion and long-term recovery.

Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro, said humanitarian assistance remains essential for saving lives during emergencies but cannot, on its own, address the conditions that keep vulnerable households trapped in poverty.

He said the government wants interventions to provide households with a pathway from immediate protection to recovery, resilience and eventual self-reliance.

At the centre of the framework is the One Humanitarian One Poverty Response System, OHOPRS, which is designed to improve coordination among humanitarian programmes, social protection initiatives and poverty reduction efforts.

The system adopts a household-centred approach intended to reduce duplication, improve the use of data and connect vulnerable families with appropriate support as their circumstances change.

The framework also focuses on people affected by displacement, conflict, migration, climate-related shocks, food insecurity and other factors that increase vulnerability.

Officials said the four-stage pathway under the new approach moves from palliative protection to productivity and ultimately prosperity.

The government is also seeking stronger partnerships with United Nations agencies, international financial institutions, development organisations, the private sector and civil society to support the transition.

Minister of Women Affairs and Social Development, Imaan Sulaiman-Ibrahim, said Nigeria was repositioning its social protection strategy from fragmented palliatives towards sustainable productivity, family resilience and shared prosperity.

She highlighted women’s economic empowerment, family strengthening, child protection and support for vulnerable people as key components of the broader social development agenda.

The Federal Government said the initiative reflects its effort to strengthen national ownership of humanitarian and poverty reduction programmes while maintaining cooperation with international partners.

The “Beyond Assistance” framework is expected to support a shift from short-term relief towards interventions that help vulnerable Nigerians withstand shocks, develop livelihoods and gradually become economically self-reliant.

Nigeria also used the UNGA platform to seek stronger international cooperation and financing for humanitarian response, social protection, livelihoods and inclusive economic development.
