State Executives Reaffirm Commitment to State Police, Power Sector Reforms to Tackle Ongoing Crises
The Nigerian State Governors' Forum has issued a communiqué following their second official meeting, firmly reiterating their backing for the creation of state police forces and decentralized electricity markets.
The 36 state executives of the federation have renewed their collective push for the creation of state-controlled police formations and the acceleration of structural changes within the electricity industry. This unified stance was formalized in an official communiqué issued at the conclusion of the second assembly of the Nigerian State Governors' Forum on Wednesday.
During the high-level meeting, the governors thoroughly analyzed pressing national issues, revealing that they have initiated a dedicated consultative process with the various state Attorneys-General. This legal team is tasked with assessing the proposed constitutional adjustments and underlying legal frameworks necessary for their ultimate decision.
The state leaders stressed that any blueprint for localized policing must rest on a solid constitutional foundation, aligning seamlessly with the principles of true federalism and the preservation of fundamental human rights. The forum expressed confidence that the joint legal review would ultimately fortify and harmonize the individual states' collective stance.
Beyond security, the forum hosted an official presentation from the Federal Ministry of Budget and Economic Planning detailing the operational evolution of the National Nutrition 774 (N-774) Initiative. The governors re-pledged their administrations' full commitment to elevating dietary standards and systematically driving down childhood malnutrition metrics across the country's local government areas.
According to the communiqué, the state executives took note of the legal drafting surrounding the National Nutrition Bill and advised continuous dialogue with critical partners to solidify the legal and regulatory architecture governing public health nutrition.
The state chiefs also received an extensive briefing from representatives of the World Bank Country Office regarding the proposed Country Partnership Framework (CPF) scheduled to span the fiscal years 2026 through 2032. This engagement highlighted the incoming Nigeria Sustainable Agricultural Value-Chains for Growth (AGROW) Program, a performance-incentivized project structurally engineered to optimize local farming output, build sturdier trade chains, and stimulate significant private sector capital investment.
The forum expressed full backing for the ongoing joint operations involving the central government, the World Bank, and other key development partners to ensure smooth state-level execution. The governors approved tailored, state-specific interventions while highlighting the importance of syncing operations across related sectors, including medical care, public education, clean water provision, social safety systems, and core family support programs.
Finally, addressing the National Solar Super-Grid (NSSG) Initiative, a strategic plan aimed at expanding energy availability via heavy, decentralized solar farms linked into the high-voltage transmission infrastructure, the forum acknowledged the project’s capacity to drive industrial expansion, protect energy stability, and improve sub-national economies. Consequently, the governors pledged to stay the course with ongoing electricity market unbundling and to enhance multi-stakeholder partnerships to secure reliable, cost-effective power for citizens.
