Musk Accuses Ukraine Of Violating Starlink’s Terms Of Service
Elon Musk has accused Ukraine’s military of misusing Starlink for offensive drone strikes as satellite communications return to normal.
SpaceX chief executive Elon Musk has accused Ukraine’s military of violating Starlink’s terms of service by using the satellite internet system to conduct offensive drone strikes, claiming that a loophole enabling the alleged use was closed last week.
Musk made the allegation on Saturday, October 24, 2026, in posts on his social media platform, X, amid tensions over restrictions that had disrupted Ukraine’s access to Starlink and its military-oriented counterpart, Starshield.
“Ukraine military violated Starlink terms of service and used it for offensive drone strikes to kill people. That loophole was closed last week,” Musk wrote.
He maintained that Starlink was designed as a civilian communications service and was not intended to be used for offensive attacks. He also warned that violations of the company’s terms could result in the termination of service.
Musk distinguished Starlink from Starshield, a separate satellite communications system controlled by the United States government. He said decisions concerning Starshield’s use rested with the US authorities.
Despite his criticism, Musk acknowledged Starlink’s importance to Ukraine’s defence, arguing that the satellite network remained critical to military communications and frontline operations.
The accusation followed more than a week of restrictions on satellite connectivity that Ukrainian officials said had affected military operations, logistics and efforts to intercept Russian drones.
Ukrainian President Volodymyr Zelenskyy announced on Saturday that Starlink and Starshield had returned to the operating speeds required by Ukrainian forces. Ukraine’s Defence Ministry also reported that connections had stabilised at speeds exceeding 400 kilometres per hour.
The restrictions had reportedly affected drones operating at higher speeds, complicating some military missions and prompting concerns about the reliability of communications systems used by Ukrainian forces.
Ukrainian presidential adviser Serhii Beskrestnov, known as “Flash,” disputed the suggestion that commercial Starlink could be used for long- and medium-range attacks. He said speed restrictions imposed on terminals operating over Ukrainian territory made such operations physically impossible.
Ukrainian military authorities had not immediately issued a direct response to Musk’s latest accusation.
The dispute highlights Ukraine’s dependence on privately operated satellite infrastructure for battlefield communications and the influence technology providers can exert over military operations.
Although Musk said the alleged loophole had been closed, Starlink remained operational in Ukraine following the restoration of service. The competing claims over its use and restrictions have intensified scrutiny of the relationship between commercial technology companies and countries at war.
