GNA Launches the CAA Governance Model on Nigeria’s 66th Independence Day

As Nigeria marked 66 years of independence on Thursday, October 1, 2026, the Great Nigerian Assembly (GNA) formally launched the GNA CAA Governance Model, a citizen-driven framework designed to strengthen the relationship between Nigerians and those entrusted with public responsibility at Local Government, State and Federal levels.

The launch was announced by GN (Dr.) Kayode Elusoji, Executive Director of GNA, in a live online broadcast to Nigerians at home and across the diaspora, themed “A New Nigeria Begins With Us.”

A Different Question

Dr. Elusoji opened by confronting the question that has followed Nigeria for six decades: “Who will fix Nigeria?” Nigerians, he said, hear it in markets, buses, churches and mosques, and read it daily on social media. It is, he argued, the wrong question.

“The question must become: ‘What part of Nigeria can I help fix, and who will stand with me to fix it?’”

Nigeria, he said, is not an abstraction. It is the street where a family lives, the health centre where a mother seeks treatment, the road children travel to school, the ward and the Local Government.

“Nigeria is where you are.”

What the CAA Model Is

CAA stands for Coverage Area Administrator because, in Dr. Elusoji’s words, every part of Nigeria is somebody’s coverage area.

The model aims to ensure that no community is invisible, no public infrastructure is forgotten and no genuine achievement goes unrecognized.

He was clear about what the model is not. It is not a political party, not an opposition movement and not a rival to government. Like GNA itself, it is non-political, non-governmental, non-religious and people-driven.

“It is a bridge, between evidence and action, between citizens who experience development and those entrusted to deliver it.”

How It Works

The model is built on trained Certified Citizen Reporters (CCRs), who are bound by a code of conduct and taught to separate fact from rumour. Their assignment is captured in four words: Observe. Document. Verify. Report.

CCRs work alongside Ward Managers. Their findings pass through Special Development Committees covering Infrastructure, Health, Agriculture, Security, and Youth Empowerment and Education, before reaching each Local Government’s CAA Governance Committee and Advisory Council.

Nothing is published until it is verified, while reporters are trained to work safely, lawfully and respectfully.

The evidence feeds into a Record of Performance (RoP) built around four questions: What responsibility was entrusted to you? What did you accomplish? Where is the evidence? And what difference did it make in people’s lives?

Under the model, statutory responsible parties, including political office holders, and non-statutory responsible parties, including diaspora and philanthropic organisations, will have their contributions documented through RoP charts.

The charts will show their contributions to infrastructure development and other forms of support at the Local Government, State and national levels. According to the model, this record will extend to public officials at the highest levels, including the President, Senators and Governors, making their documented contributions visible to the global community.

Dr. Elusoji closed the broadcast with a formal declaration:

“The GNA CAA Governance Model is hereby launched. Let us stop waiting, and start building.”
