China Grants Nigeria $30m for Grassroots Development Projects

Nigeria and China have signed a 200 million yuan grant agreement, valued at approximately $30 million, to finance small-scale development projects aimed at improving livelihoods and addressing community needs across the country.

The agreement was signed on Thursday, October 29, 2026, at the Federal Ministry of Budget and Economic Planning in Abuja, with officials from both countries describing the initiative as part of their broader development partnership.

Chinese Ambassador to Nigeria, Yu Dunhai, said the grant would support projects jointly agreed upon by both governments, focusing on interventions that require modest investment but deliver practical benefits to citizens.

He described the initiative as “small but beautiful” projects, explaining that the funding was intended to produce tangible results and improve living conditions in communities.

Dunhai said the assistance carried no political conditions, adding that China respected Nigeria’s sovereignty and development priorities.

Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, welcomed the agreement and said the Federal Government’s responsibility was to ensure that the funding translated into measurable benefits for Nigerians.

Bagudu disclosed that his ministry, working with the Nigeria-China Strategic Partnership Office, was reviewing development proposals submitted by state governments to identify projects that address local needs and align with national priorities.

He also highlighted Nigeria’s efforts to accelerate development at the grassroots through targeted interventions and said the country could draw lessons from China’s experience in poverty reduction.

The minister invited Chinese experts to examine findings from an economic mapping exercise covering Nigeria’s 8,809 wards, noting that technical cooperation could help identify opportunities for more effective local development.

The grant forms part of wider cooperation between both countries, which marked 55 years of diplomatic relations in 2026. Their relationship was elevated to a comprehensive strategic partnership in 2024.

Dunhai also said bilateral trade between Nigeria and China reached $18 billion in the first half of 2026, while Nigerian exports to China increased by 80 per cent. He encouraged Nigeria to maximise opportunities under China’s zero-tariff policy for eligible exports.

However, the governments have yet to publicly specify the projects, beneficiary states, implementation timetable or allocation of the $30 million grant.

The impact of the agreement will therefore depend on project selection, effective implementation and accountability in ensuring that the funding reaches communities as intended.
