Canada Records 182,100 New Permanent Residents in H1 2026
Canada admitted 182,100 new permanent residents in the first half of 2026, reaching 40.8 per cent of its effective annual target of 446,000. The country is therefore behind the pace required to meet its regular 2026 permanent-resident target.
Canada admitted 182,100 new permanent residents between January and June 2026, representing 40.8 per cent of its effective annual target of 446,000, according to data from Immigration, Refugees and Citizenship Canada.
The figure includes admissions under Canada's regular immigration programme as well as two one-time initiatives for protected persons and certain workers already living in the country.
Under the regular permanent residence programme, which has a 2026 target of 380,000, Canada admitted 155,800 new permanent residents during the first six months of the year.
That figure was 34,200 below the 190,000 admissions required by the halfway point to remain on track to meet the annual target.
The family category accounted for 45,100 admissions during the period, compared with its full-year target of 84,000. This put the category 3,100 admissions ahead of the pace required to meet its annual target.
By June 30, Canada had also admitted 15,000 protected persons and 11,300 workers already living in the country through the special initiatives.
The latest figures indicate that Canada could fall short of its 2026 permanent-residence target unless admissions increase during the second half of the year.
Canada also admitted 12,400 French-speaking or bilingual permanent residents outside Quebec during the first half of 2026, as the government seeks to increase Francophone immigration outside the province.
