UK Prime Minister Faces Scrutiny Over Undisclosed Dinners With Man City Chairman

British Prime Minister Andy Burnham is facing renewed scrutiny over his past dealings with Manchester City after records revealed that the club’s chairman, Khaldoon Al Mubarak, hosted him at two hospitality dinners in 2017 and 2018.

The dinners took place at the Etihad Stadium in August 2017 and April 2018, when Burnham was mayor of Greater Manchester. Records showed that the first hospitality arrangement, attended alongside then-Manchester City Council leader Richard Leese, was valued at £300, while the second dinner during the Manchester derby in April 2018 was worth approximately £699.

Burnham had previously declared both dinners, as well as tickets worth £150 to an Ed Sheeran concert at the stadium in May 2018.

However, the register containing the declarations has since been removed from the Greater Manchester Combined Authority (GMCA) website. The authority’s policy reportedly provides for the publication of declarations from the current mayoral term, although questions have been raised about the continued availability of some older records.

The disclosures have emerged amid growing pressure on Burnham to provide a comprehensive account of his interactions with Manchester City and its owners following an independent commission’s findings that the club breached Premier League financial regulations.

During Prime Minister’s Questions, Burnham told lawmakers that club officials had not raised the financial charges against Manchester City during their discussions.

He said he had asked the GMCA to publish a statement detailing his key dealings with the club’s owners in response to calls from opposition politicians for greater transparency.

The statement identified a formal meeting between Burnham and Al Mubarak at the UK Government’s Global Investment Summit in October 2021, arranged by the Department for International Trade. It also mentioned an informal encounter between the pair during former Manchester City captain Vincent Kompany’s testimonial match in 2019.

The authority further stated that Burnham had attended a small number of the club’s home matches as a guest. However, the statement did not specifically identify the two dinners.

Downing Street defended the hospitality arrangements, describing them as benefits received at home matches that had been declared, rather than separate meetings with the club chairman.

Conservative shadow sports minister Louie French called for full disclosure of Burnham’s dealings with the club, while Conservative leader Kemi Badenoch also urged the government to release details of his meetings with senior Manchester City officials.

Burnham had previously said he was willing to publish details of his interactions with the club during his tenure as mayor, adding that he had held only one significant meeting with its officials in 2021.

The controversy follows findings by an independent commission that Manchester City breached Premier League financial regulations over a nine-year period between 2009 and 2018. The commission found that the club had used contracts with commercial partners to channel more than £830 million into its football operations.

Manchester City denies wrongdoing and has appealed the findings. Sanctions have yet to be announced.

The latest disclosures have intensified calls for greater transparency regarding the relationship between public officials and the club’s ownership, particularly in light of the ongoing scrutiny of its financial affairs.
