Osun Assembly Passes Bill to End Multiple Ticketing in Motor Parks

The Osun State House of Assembly has passed the Osun State Integrated Transport, Traffic and Park Management System Bill, 2026, aimed at reforming the administration of motor parks and commercial transportation across the state.

The bill was passed during plenary on Wednesday following the consideration and adoption of the report of the relevant House committee.

A major provision of the legislation is the introduction of a digitalised ticketing system designed to eliminate multiple ticketing in motor parks.

The new system is expected to reduce the financial burden on transport operators, improve transparency in revenue collection and strengthen accountability within the transport sector.

The legislation also provides for an integrated framework covering the registration, regulation and management of commercial transport, traffic, motor parks, terminals, garages, loading points and related infrastructure.

The bill was sponsored as a private member’s bill by the Chairman of the House Committee on Works and Transport.

Lawmakers said the proposed system would help address challenges associated with the management of motor parks, while protecting drivers, passengers and other users from extortion and other unlawful practices.

The legislation is also designed to improve the state’s internally generated revenue by establishing a more coordinated and transparent mechanism for collecting transport-related revenues.

The Speaker of the House, Adewale Egbedun, said the legislation would bring greater order to motor parks and contribute to the protection of lives and property.

The passage comes amid recent disputes over the control and management of motor parks in parts of Osun State.

Governor Ademola Adeleke had earlier directed the reintroduction of the Park Management System following a deadly dispute linked to the control of a motor park in Ile-Ife.

The governor also directed security agencies to restore order in affected parks and announced plans to establish a new management structure for parks and garages across the state.

The Assembly’s passage of the bill now provides a legislative framework for the proposed system.

Following its passage, the final copy of the legislation is expected to be transmitted to Governor Adeleke for assent, in line with the constitutional process for enacting state legislation.

The law is expected to provide a clearer regulatory structure for transport operators, commuters and government agencies while promoting orderliness and transparency in motor park operations across Osun State.
