INEC Unveils Intelligence-Led Framework to Curb 2027 Election Violence

The Independent National Electoral Commission (INEC) has unveiled an intelligence-led security framework to prevent violence and protect voters, electoral personnel and materials ahead of the 2027 general elections.

INEC Chairman, Prof. Joash Amupitan, announced the initiative in Gombe while opening the commission’s North-East Zonal Interactive Meeting with Staff and Readiness Assessment for the elections.

The framework, known as the “ICCES Tentacle”, is designed to extend security coordination among relevant agencies from national and state headquarters to local government areas and Registration Area Centres.

It involves collaboration with the Nigeria Police Force, Nigeria Security and Civil Defence Corps (NSCDC), Department of State Services (DSS), Armed Forces and other paramilitary agencies under the Inter-Agency Consultative Committee on Election Security (ICCES).

Amupitan said the commission was moving away from reactive security arrangements focused mainly on election day towards proactive measures capable of identifying and addressing threats before voting materials are deployed.

He explained that the framework had three key components: “Map and Mitigate”, “Ensure Safety” and “Guarantee Access”.

Under the first component, INEC will use Electoral Risk Management tools to identify security flashpoints, seasonal threats and local vulnerabilities early enough for security agencies to respond.

The second component focuses on protecting voters, electoral personnel and critical technological infrastructure, including Bimodal Voter Accreditation System (BVAS) devices and server facilities.

The third seeks to ensure that all 176,846 polling units across the country remain safe and accessible, irrespective of their geographical locations or security challenges.

The chairman disclosed that joint operations involving security agencies had recently uncovered a plot by criminal kingpins to target INEC ad-hoc personnel and National Youth Service Corps (NYSC) members.

He said the principal suspects had been arrested and were undergoing prosecution following intelligence-led intervention.

Amupitan warned that anyone who threatened, intimidated or harmed commission staff, corps members or other election personnel would be tracked down and prosecuted.

He also announced plans to convene a National Election Security Conference in Abuja to finalise security arrangements for states and areas identified as high-risk locations.

The chairman acknowledged the operational challenges in the North-East, including remote communities, difficult terrain and riverine settlements, but expressed confidence in the ability of security agencies to address them.

The zone has 13,965,475 registered voters, representing 13.51 per cent of the national register of more than 103 million voters.

INEC has scheduled the presidential and National Assembly elections for January 16, 2027, while governorship and State Houses of Assembly elections are slated for February 6, 2027.

The commission said effective security coordination would be essential to ensuring that voters, observers and electoral officials could participate in the process without fear of violence.
