Nine days after the national launch of the GNA CAA Governance Model on Nigeria’s 66th Independence Day, the initiative will take its first formal operational step on Saturday, October 10, 2026.

The Ife Central and Ife East Local Government CAA Governance Committees will be inaugurated during a fully online ceremony that will be broadcast live to Nigerians at home and around the world.

His Imperial Majesty, Ooni Adeyeye Enitan Ogunwusi, D.Litt, CFR, Ojaja II, the Ooni of Ife and Arole Oduduwa Olofin Adimula, Chairman of the GNA-CAA Advisory Council for Ife Local Governments.

There will be no physical venue for the event. The entire programme, including the swearing in of committee members, will take place online, allowing anyone with an internet connection to participate from anywhere in the world. The ceremony is expected to last about two and a half hours.

“Ife is not the destination. Ife is the template.”

Why October 10 Matters

In his Independence Day broadcast, GNA Executive Director GN (Dr.) Kayode Elusoji described the CAA Model as “a bridge between evidence and action.”

The October 10 inauguration represents the point at which the model begins moving from its launch phase into structured local operation.

Each participating Local Government is served by a CAA Governance Committee comprising seven members, with the structure expandable to nine. The committees coordinate the activities of Ward Managers, with three assigned to every ward, as well as Certified Citizen Reporters (CCRs), who document the condition of public infrastructure in their communities.

The work is guided by an Advisory Council chaired by His Imperial Majesty, the Ooni of Ife, Oba Adeyeye Enitan Ogunwusi, Ojaja II, who accepted the role.

The Pioneers on Stage

The inauguration will also introduce to a global audience the 30 pioneering CCRs who completed their training and certification in September 2026.

The reporters are already documenting the condition of roads, health centres, schools and boreholes across Ife Central and Ife East.

At the launch of the model, three of its five Special Development Committees were identified as priorities. Infrastructure remains the primary focus, followed by Health and Agriculture.

Security, as well as Youth Empowerment and Education, will be activated as operational needs become clearer.

Already Practising the Principle

Even before the inauguration, the Ife CAA Committee has begun demonstrating how the model is intended to function.

Its letter to the Governor of Osun State concerning the completed Lagere Flyover was not a petition. Rather, it was a letter of appreciation and encouragement to sustain further development.

“Where there is neglect, we document it. Where there is delivery, we honour it.”

An Invitation to Every Local Government

The October 10 ceremony will also feature the GNA CAA Platform Support and Operations Fund, which is designed to support Citizen Reporter fieldwork, ward coordination and infrastructure documentation.

The event will equally provide an opportunity to invite other Local Governments across Nigeria to enroll in the model and establish similar community based governance structures.

For GNA, October 10 represents both a milestone and a message. The CAA Governance Model is no longer only an idea. It now has committees, trained reporters and an initial record of community level work.

The next phase will depend on how many communities and Local Governments choose to adopt and participate in the model.

How to Watch

The inauguration will be held entirely online and streamed live worldwide. Viewing details will be announced later.
