Hamzat Unveils 100-Point Manifesto, Pledges Broad Reforms for Lagos

Lagos State Deputy Governor and All Progressives Congress (APC) governorship candidate for the 2027 election, Dr Kadri Obafemi Hamzat, has unveiled a 100-point manifesto outlining his proposed development agenda for the state if elected governor.

Hamzat presented the document, titled The Lagos Promise, on Friday at the Wole Soyinka Centre for Culture and Creative Arts in Iganmu, Lagos, describing it as a social contract through which residents could assess his administration's performance.

The manifesto is organised around seven pillars: People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity.

He said 87 of the 100 pledges were firm commitments within the state government's powers, while the remaining 13 would require consultations with the Federal Government and other institutions.

Hamzat also pledged to establish an independent performance monitoring council to assess implementation and publish annual reports comparing commitments with actual results.

For his first 100 days in office, he proposed introducing a bill to establish a Child Protection and Nutrition Agency, which would support children below 18 to remain in school or acquire vocational skills while having access to adequate nutrition.

He also promised to establish a Lagos State Service Delivery Office to monitor government performance and a state wealth fund with an independent board and publicly accessible accounts.

On healthcare, the APC candidate pledged to increase maternal and child health centres from 10 to 15, complete ongoing hospital projects and construct two new general hospitals in Ogombo and Ibeju-Lekki.

He also promised to upgrade 100 primary healthcare centres, recruit additional doctors, nurses and midwives, and expand enrolment in the Ilera Eko health insurance scheme.

The proposed projects include the 150-bed Massey Children's Hospital, a 280-bed general hospital and the completion of the 150-bed Shomolu General Hospital, which he said would collectively provide additional hospital capacity.

In education, Hamzat pledged to strengthen public school programmes, improve learning outcomes, expand technical and vocational training and review teachers' compensation packages.

He also reiterated plans to establish a University of Medicine and Health Sciences in Lagos to increase opportunities for training healthcare professionals.

On employment and economic development, he proposed simplifying business registration and permit processes, improving access to credit and allocating a defined share of state procurement to qualifying small businesses.

He further pledged to introduce vocational placement programmes lasting between six and 12 months, with the state covering 40 per cent of participating trainees' stipends.

For transportation, Hamzat promised to extend the Blue Line rail service to Okokomaiko, work with the Federal Government to advance the Green Line towards the Lekki Free Trade Zone and improve connections between existing rail services.

He also proposed expanding ferry operations, introducing integrated ticketing across road, rail and water transport, procuring 75 riverine vessels and dredging an additional 140-kilometre water transport corridor.

On housing, he pledged to expand affordable homeownership through public-private partnerships, proposing mortgages with 10 per cent deposits, single-digit interest rates and extended repayment periods.

The candidate also promised to strengthen the Lagos State Neighbourhood Safety Agency, expand street lighting and CCTV coverage, and extend security operations to wards across the state's 20 local government areas and 37 local council development areas.

For environmental management, he set a target of achieving 95 per cent waste collection coverage, completing additional waste transfer facilities and delivering a waste-to-energy project at Agbowa.

He also pledged improved drainage, flood prevention and protection for coastal communities.

Earlier, Governor Babajide Sanwo-Olu endorsed Hamzat's candidacy, describing his deputy as an experienced public servant who had contributed to major government decisions and projects during their seven years working together.

Sanwo-Olu recalled Hamzat's decision to step aside from the governorship race in 2018 and serve as his running mate, adding that their working relationship had been built on trust and cooperation.

Lagos APC Chairman, Cornelius Ojelabi, described the manifesto as a commitment between the party, its candidate and the electorate, while former Deputy Governor Sarah Sosan, representing the Governance Advisory Council, also expressed support for Hamzat.

The party leaders called for continuity in the state's development programmes while urging improvements in areas where residents continued to face challenges.
