GNA Opens Certified Citizen Reporter Registration to Nigerian Youths at Home, Abroad

The Great Nigerian Assembly (GNA) has opened registration for its Certified Citizen Reporter (CCR) training programme, inviting young Nigerians across the country and in the diaspora to participate in a citizen-driven initiative designed to strengthen grassroots accountability and promote measurable development.

Interested applicants can register at https://gnacaa.org/ccr-program to learn about Nigeria’s governance system, document public infrastructure, verify project outcomes and understand how credible evidence can help hold public office holders and other development stakeholders accountable.

The programme represents the first step in GNA’s commitment to train one million young Nigerians through its Change Nigeria Initiatives. It also forms a key component of the GNA Coverage Area Administrator (CAA) Governance Model, a technology-enabled accountability framework currently operating in Ife Central and Ife East Local Government Areas of Osun State and designed for implementation across all 774 local government areas in Nigeria.

Whether in Ibadan or Illinois, Kano or Kent, Port Harcourt or Toronto, young Nigerians can participate in the training and contribute to the development of their communities.

According to GN (Dr.) Kayode Elusoji, Executive Director of GNA, the programme is intended to equip young people with the knowledge and practical skills to contribute to national development.

“Our youth should not be running overseas for a better life because of bad governance. Nigeria is highly blessed with every resource needed to become a leading nation. The Certified Citizen Reporter programme prepares our young people to take ownership of the land and to help build that better life here at home,” Elusoji said.

Training From Anywhere, Service Through Local Communities

The programme is open to eligible Nigerian youths wherever they live. However, following certification, each CCR is assigned to one Local Government Area (LGA) of residence or origin in Nigeria through the GNA CAA Governance App. The assigned LGA defines the area in which the reporter is authorised to document and verify community information.

This arrangement is intended to keep reporting rooted in local knowledge while providing Nigerians in the diaspora with a structured opportunity to contribute to the development of their communities of origin.

Through the programme, participants will learn how to gather reliable information, document infrastructure conditions and provide evidence that can help communities and relevant authorities identify development needs and monitor progress.

Every Local Government Needs Certified Citizen Reporters

Certified Citizen Reporters are an essential component of the GNA CAA Governance Model. Each local government seeking full activation on the platform must have its own trained and certified reporters to support community-level documentation and verification.

Once deployed, CCRs document public infrastructure across their assigned local government, including roads, bridges, drainage systems, water facilities, schools, health centres and markets.

Their reports help bring verified information about infrastructure conditions and project outcomes to the attention of Responsible Parties with the duty or capacity to address identified needs.

These Responsible Parties may include government agencies, elected office holders, businesses, diaspora associations and philanthropists supporting community development.

As more local governments join the platform, the need for trained citizen reporters across the country is expected to grow.

What Participants Will Learn

The CCR training programme is designed to give participants a practical understanding of Nigeria’s governance system, the responsibilities of different levels of government and how citizens can contribute constructively to public accountability.

Participants will learn about:

  • Nigeria’s governance system: The federal, state and local government tiers, the flow of public funds and the responsibilities of different levels of government for infrastructure and public services.
  • Government agencies and public institutions: The roles of ministries, departments and agencies responsible for roads, schools, healthcare, water and other public services, as well as appropriate ways for citizens to engage them.
  • The GNA CAA Governance Model: How CCRs work with Ward Managers, Special Development Committees, LG CAA Governance Committees and Responsible Parties.
  • Ethics and professional conduct: Accuracy, impartiality, privacy, personal safety and the rejection of inducements. Reporters are expected to document facts without fear or favour.

The curriculum comprises six modules: Governance Foundation; Field Documentation Standards; Ethical Reporting and Accountability; Report Classification and Grading; Platform Usage and Verification; and Digital Journalism.

Participants must complete the training and pass the required assessment before certification is awarded through GNA’s approved certification framework with i3Cert.

From Documentation to Verified Results

A central feature of the programme is practical training on how the GNA CAA Governance App converts information about community infrastructure into a documented and verifiable public record.

The process follows five stages.

1. Capture the existing condition. A CCR documents an infrastructure asset, such as a road, bridge, borehole, school or clinic, using photographs, GPS location, date and a factual description. The reporter also grades its condition on GNA’s 0–5 scale, with scores below 3 flagged for attention.

2. Verify the report. The information undergoes the prescribed verification process, including review by a certified reporter within the LGA and approval by an authorised administrator, before being entered into the official record.

3. Engage the Responsible Party. The relevant Special Development Committee helps identify the Responsible Party with the capacity or responsibility to address the problem. The need is then brought to that party’s attention.

4. Document the completed work. Following an intervention, CCRs return to capture the updated condition of the infrastructure and verify whether the work meets the required completion standard.

5. Update the Record of Performance. Once a project is verified as completed, it is attributed to the Responsible Party that delivered it and reflected in that party’s Record of Performance (RoP), which records verified completed projects.

Under the framework, promises, announcements and project flag-offs do not count as completed results. Verification of delivery is the basis for recognition.

Through practical demonstrations, participants will learn how evidence collected before an intervention can be compared with evidence gathered afterwards, helping make development outcomes more transparent and measurable.

CCR Certification Opens the Door to Further Professional Training

The Certified Citizen Reporter programme is the foundation of GNA’s Change Nigeria Initiatives, which seeks to train one million young Nigerians and prepare them for emerging opportunities in national development.

Following CCR certification, participants may progress into additional professional certification pathways, including:

  • Certified Digital Journalist
  • Certified Healthcare Assistant
  • Certified Cybersecurity Professional
  • Certified Agriculture Professional
  • Certified AI Associate

The initiative is intended to combine civic participation with skills development, giving young Nigerians opportunities to contribute to their communities while pursuing further professional training.

In Ile-Ife, the first cohort of Certified Citizen Reporters was recognised during the inauguration of the Ife Central and Ife East LG CAA Governance Committees on October 24, 2026, with the blessing of His Imperial Majesty, the Ooni of Ife.

GNA intends to extend the model to other local governments, with trained citizen reporters serving as an important part of the grassroots accountability structure.

No Platform Development Cost for Participants

The GNA CAA Governance App used by Certified Citizen Reporters was designed, deployed and fully funded by CPI Technologies Inc., GNA’s exclusive technology partner.

According to GNA, the cost of developing the platform is not borne by participating communities, CCRs, Ward Managers or local government participants.

Applicants should consult the official registration page for the training schedule and any applicable participation requirements.

What a Certified Citizen Reporter Is — and Is Not

A Certified Citizen Reporter is a trained civic professional who documents and reports verified information about community infrastructure and development activities.

CCRs are not police officers, government inspectors or political agents. They have no enforcement powers and must not enter private property or restricted facilities without proper authorisation. They are also expected to avoid situations that could endanger themselves or others.

Their contribution rests on the credibility, accuracy and verification of the evidence they collect.

GNA describes itself as non-political, non-governmental and non-religious. The CCR programme is open to eligible young Nigerians regardless of political affiliation, religion or ethnicity.

GNA Calls on Young Nigerians to Participate

GNA has called on young Nigerians at home and abroad to take advantage of the programme and develop the knowledge and skills required to contribute to community development.

The organisation maintains that stronger grassroots accountability depends on reliable information, responsible citizen participation and a clear record of what public resources achieve.

Through the Certified Citizen Reporter programme, GNA seeks to equip young people to document community needs, verify infrastructure conditions and help make development outcomes visible to citizens and relevant institutions.

Registration is now open at https://gnacaa.org/ccr-program.

Young Nigerians are invited to register and become part of a growing effort to strengthen community accountability and promote measurable development across Nigeria.
