GNA Pacesetter Committee Terms of Reference
Serving with integrity to identify, verify, celebrate, and promote measurable impact across Nigeria and the global Nigerian community.
The Great Nigerian Assembly (GNA) establishes the Pacesetter Committee as an integrity-driven, citizen-focused and evidence-based recognition body dedicated to identifying, evaluating, verifying, documenting and celebrating individuals, institutions, organizations and public office holders making measurable contributions to national and community development.
These Terms of Reference (TOR) provide the governing framework for every appointed GNA Pacesetter Committee Member, defining the responsibilities, authority, ethical obligations, operational boundaries and standards required to serve effectively at the Local Government, State, National or Global level.
The Committee operates within a four-tier architecture comprising the Local Government Pacesetter Committee (LGPC), State Pacesetter Committee (SPC), National Pacesetter Committee (NPC), and Global Pacesetter Committee (GPC). Each tier operates within its jurisdiction while remaining integrated through the GNA Citizens Accountability Assembly (CAA) Governance Model and Digital Platform.
Membership carries a responsibility to uphold integrity, transparency, accountability, fairness, objectivity, professionalism, excellence, neutrality, credibility and evidence-based assessment. Committee members are expected to maintain political neutrality, declare conflicts of interest, protect confidential information and preserve the credibility of the GNA Pacesetter recognition process.
Members participate in a structured recognition process that includes nomination, citizen participation, evidence verification, assessment, scoring, adjudication, publication, appeals and continuous post-award monitoring. Recognition is therefore tied to verifiable performance and measurable impact—not popularity, political influence or personal interest.
The Committee covers all 16 GNA Professional / Specialist Groups, ensuring that excellence and developmental contributions are recognized across critical sectors of Nigerian society.
