The African Democratic Congress has pledged to abolish opaque security votes and introduce tighter controls on public spending if elected to govern Nigeria in 2027.

The party unveiled the proposal in its 25-page governance principles and code of ethics, titled The Orange Book, presented in Abuja by its National Publicity Secretary, Bolaji Abdullahi.

Under the proposed reforms, security-related expenditure would be subjected to legislative approval, oversight and auditing rather than being provided through single-line security votes.

The ADC said the measure was designed to reduce opportunities for the diversion and misuse of public funds while ensuring that money allocated for security was used for its intended purpose.

The party also proposed reducing spending on official travel by limiting domestic and international trips by public officials to essential and cost-effective engagements. It said bloated delegations, including family members and political associates, would not be permitted.

The ADC further pledged tighter controls over government property, stating that official vehicles, residences, aircraft, offices and other public assets would be restricted to official use.

On corruption, the party said the looting of public resources would be treated as a serious offence, describing all forms of public-resource looting as “a form of banditry”.

Beyond expenditure reforms, the party proposed strengthening the independence of the judiciary, legislature and Independent National Electoral Commission, while improving protection for whistleblowers.

Its economic agenda includes a job-led and opportunity-driven model focused on reducing poverty, encouraging private enterprise, promoting fair competition and expanding access to economic opportunities.

The ADC said its governance blueprint was intended to provide a framework for more transparent and accountable government ahead of the 2027 general elections.
