West African leaders and technical experts have formally launched a high-level consultation in Abuja to develop a regional roadmap for water security and sustainable sanitation, aligned with the newly adopted “Africa Water Vision 2063.” During the opening session on Tuesday, April 21, 2026, Nigeria’s Minister of Water Resources and Sanitation, Professor Joseph Terlumun Utsev, maintained that the region is facing “unprecedented pressure” due to rapid urbanization and climate variability. He argued that the current moment demands “bold thinking and collective resolve” to translate continental ambitions into measurable outcomes for the millions of citizens who still lack access to safe water.
The reforms are centered on the African Union’s declaration of 2026 as the “Year of Assuring Sustainable Water Availability.” Supporting context from the African Ministers’ Council on Water indicates that the implementation plan, spanning from 2026 to 2033, will prioritize harmonized policy frameworks and increased regional investment. Minister Utsev noted that Nigeria is already leading the way with programs such as “SURWASH” and the “Clean Nigeria” campaign aimed at ending open defecation. He argued that “water is the engine of Africa’s industrialization,” asserting that securing this resource is the only way to safeguard the continent against future climate shocks and ensure public health.
