A civil society organization has petitioned the Minister of Marine and Blue Economy over allegations that the Nigerian Maritime Administration and Safety Agency failed to comply with a request under the Freedom of Information Act. The Nigerian Maritime Administration and Safety Agency, commonly known as NIMASA, is responsible for regulating maritime activities and ensuring safety within Nigeria’s shipping industry.
The Freedom of Information Act is a law that allows citizens and organizations to request access to certain public records from government institutions. It is intended to promote transparency and accountability in governance.
According to the rights group, the agency did not respond adequately to an information request related to administrative activities. The petition called on the supervising ministry to intervene and ensure that the law is properly implemented.
Transparency advocates argue that public institutions have a legal obligation to provide requested information unless it falls within clearly defined exemptions. Failure to respond to such requests, they say, undermines the principle of open government.
NIMASA plays an important role in regulating maritime operations including ship registration, maritime safety and training of seafarers. Because of its regulatory responsibilities, civil society organizations often seek information regarding its activities.
Legal experts say the Freedom of Information Act has become a powerful tool for promoting transparency since its enactment. However, enforcement challenges remain in some cases where institutions delay or deny requests.
The petition urged the ministry to ensure that NIMASA fully complies with its obligations under the law and improves transparency practices within the maritime sector.
