Government Pushes Accountability Reforms in Security Institutions

The Federal Government has signed new performance bonds with several paramilitary agencies and the National Identity Management Commission as part of efforts to strengthen accountability and improve service delivery. The National Identity Management Commission, known as NIMC, is responsible for managing Nigeria’s national identity database.

Officials said the agreements require the agencies to meet specific performance targets related to efficiency, transparency and public service delivery. Performance bonds are formal commitments through which government institutions agree to measurable goals and timelines.

The initiative forms part of broader reforms aimed at improving governance and operational efficiency within federal institutions. Government representatives said the performance agreements will allow authorities to evaluate how effectively agencies fulfill their responsibilities.

Paramilitary organizations involved in the agreement include agencies responsible for border management, immigration services and civil defense operations. These institutions play critical roles in maintaining internal security and supporting law enforcement efforts.

Authorities explained that the performance bond system is designed to encourage institutional discipline and ensure that agencies remain accountable for their mandates.

Governance experts say performance based monitoring can improve public sector efficiency if properly implemented. Clear targets and evaluation mechanisms often help agencies identify operational weaknesses and improve service delivery.

Officials added that the initiative aligns with the government’s broader public sector reform agenda, which seeks to promote transparency and strengthen institutional capacity.

The Federal Government indicated that periodic reviews will be conducted to assess progress made by participating agencies under the new performance agreements.
